Foster Children
A shocking 30% of the children currently in foster care in the United States qualify as special education students. A majority of these children are not mentally incapable of learning at their level. However, with the drastic moves, frequent absences, and overall unusual life situations, they can fall behind and have trouble catching up quickly enough to maintain an educational level equal to their peers of the same age.
The government can help the foster care system and the children growing up within it by developing and providing more educational opportunities for kids in foster care. There are many plans already in action regarding the issue of foster children and their quality of learning.
Some of the plans for foster children include improved assessments of skills. This would allow schools to be more aware of the child’s learning abilities if a school transfer was necessary. At this time, schools can often know very little about a child when they are brought into the district. They may not even know the child has a learning problem at all. The child may not offer the information either. All in all, the process of the child being “discovered” as having a learning impairment can take weeks.
However, with a better system of assessment, the information could be passed on as the child arrives and the new school can be ready to accept the child into the proper learning environment. Programs that offer extra learning tools for foster parents are of interest as well. Many foster parents are not aware that they have a large impact on the child’s learning.
